Analyzing the Effects of Institutional Merger: Case of Cadastral Information Registration and Landholding Right Providing Institutions in Ethiopia

Strong national institutional arrangements in the geospatial information management are essential for successful implementation of sustainable land administration system. However, it is not only existence institutions but also their effectiveness that leads to intended goals and reaching objectives. There international calls merge highly related institutions, yet Ethiopia executes two tasks (landholding right provision cadastral registration) by different Urban Land Development Management Bureau, Adjudication Information Registration Agency. Thus, objective this article analyze effect merging registration urban landholding providing lead effective strong institution. To achieve this, we had a qualitative approach analysis based on desk review case study research methods. We conducted semi-structured interviews with directors group discussion professional experts from both institutions. The findings show merger between believed unravel challenges failing goals. Although these design strategic plans every year, level achievement or operational performance low. major cause problem poor coordination In view issue, recommend one since it: reduces effects data duplication; provides one-window services; costs; fills communication gaps among staff; time operation; improves customer service; increases efficiency within processes; more efficient operation markets.
